You can't directly withdraw the funds but you can do alot of mess and actually its possible to make money from this.

Depends what is the API Key exactly and what access it has.

i know how to do it, but most likely it will be required to change the IBAN since payouts are directly tied with the original IBAN. Otherwise using the API keys is indeed possible to work in two ways only. To self refund ur payment or indeed  to cash out but on the owners account xd.
