So, due to my Region (South America) not being a place i can do Refund due to Geolocation and ridiculous taxes, is there any way i can get a new high end laptop really cheap like with refunding? i'm open to any suggestions, as long as they are reasonable.

2nd hand laptops are really cheap you should consider it

I scored a great deal by checking out refurbished options on trusted sites like Best Buy or Dell Outlet. Refurbished laptops can be invaluable if you want reliable performance without breaking the bank. Another tip is to wait for sales like Black Friday or back-to-school discounts, those saved me a ton last year. Don’t overlook student discounts if you qualify, as they’re often stacked with other deals. Lastly, read reviews carefully to ensure you're getting a good value for your money.

Finding a good laptop on a budget can definitely be a challenge, but it’s not impossible! Start by checking for refurbished models from trusted manufacturers—they often come with warranties and work like new. Sites like Amazon Renewed or manufacturer outlets are great places to look. Also, keep an eye on seasonal sales or back-to-school deals for discounts. If financing is something you're considering, reading bridgecrest reviews can give you insight into payment plans and terms that might make a purchase more manageable. It’s all about patience and timing to snag a great deal!

I see many people suggested second-hand laptops, and while that is a good idea in theory, the place i live makes it really difficult to find good used laptops with decent price. i think i will have to give up and pay it in like 12-18x.
