Hello,

Did you extract all the files from .rar? You should extract everything into a folder and try to run it again. You wont find any issues.

Update: 

I checked out one more time. The error is from Cio Auth System and most likely is because your PC/RDP is corrupt (ratted). This error is because it fails to get your HWID.

Potential fix: 
open cmd and type : wmic csproduct get uuid (check out if this command works for you. If not then check out the public sources in order to fix this error or reinstall.
