a problem in report and shopping

after all i decided to say this here
we all see always make reports of scamming in Deal disputes section
some times its really a scam report
but many times its opened because something that doesn't matter to the sale man,many time people are noob and have no information about how to use the bought tools then decide to open report
like in my section,many people have no any information about how a config work,then decide to open scam report for the reasons like cpm,why it need captcha,... many time they use some moded and expired openbullet then them configs will not work and they decide to open and report
or many time i saw people open scam report with this reason " why i bought make money book of people and cant make money?!".... (its really your problem!!!cuz u don't want try to make money,u just need prepared money)

so this is not my main idea which i opened this thread

main mind is why should be this much neccessery freedom for customer to they can make report for any idiot reason?
i want say example

people come to me and ask for making config,they order one or several config and i spend time for it,even its need captcha i spend captcha for it to can make
but they wont answer any more and its really waste my time
so this cant recogonize as a report? i really like to there be some rules about making report by customer for any illogical reason and also about wasting time of them

may u think about taking "PrePay" but sure no one accept that

Users here have a right to make reports and that's 'a must' feature.

For sure, some will abuse that feature and they will make false or irrational complaints, but that's when the staff here will use common sense and will deal with it.
Thing is, how to stop that abuse, or at least, make it happen less...well, the easiest way IMHO will be this:  staff will issue a warning against the user that made an irrational and stupid complaint.
It should encourage every member to think twice before making a report, and in the long term, it should take less work for the staff.

also should there be warning about people who just waste time
asking question about product or order it are not same thing
